浅谈学区房问题 学区房是指优质学校周围的住房。在就近入学的政策下,拥有该住房的家庭可以直接让自己的孩子进入当地良校读书。随着社会竞争日益激烈,家长为使孩子不输在教育的起跑线上,不惜花重金购置属于高质量学校学区的房产。这种行为导致名校周围的房价大幅上涨。 中大恒基市场部的数据显示,北京中关村一小学区的黄庄小区均价在每平方米25200元,较2007年最高点涨了20%,这个涨幅在学区房中仅为平均水平。更有甚者,北京小学学区的槐柏树后街区域涨幅高达44.74%。 “在去年楼市低潮的时候,学区房也没有明显跌幅,需求也比较旺盛,学区房价格是稳定的增长,不像有些区域价格涨跌受外部环境影响大。”21世纪不动产市场分析师孟奇说。 学区房问题的本质是教育资源分配不均。一些重点学校的经费投入,办学条件,师资力量,和学生来源相较于其他学校占有绝对优势。而房地产商利用家长望子成龙的心理,带动房价非理性上涨,令家庭条件不好的学生失去了进入优质学校的机会,同时也使名校不堪重负。因此,学区房问题阻碍了教育公平的实现,进一步扩大了贫富差距,加剧了阶级固化,影响了房地产市场平稳发展。 为了缓解学区房问题,一些地方政府做出了努力。上海政府出台政策,明确规定同一住址五年内仅有一次入学机会。五年的强制持有周期降低了学区房作为投资品的价值,使房价在一定程度上得到了遏制。但是,以上方法只能起到暂时性的缓解作用。想要长久地解决学区房问题,则需要实现教育资源的均衡配置,增加考试选拔,调整房地产税征收政策等多种对策的共同作用。 姜博瑄

浅谈中国山区学校存在问题及对策 在许多贫困地区,接受教育是人们实现阶级跃升的唯一方式。在精准扶贫的大背景下,山区学校教育水平相较城区教育远远落后的问题进入了大众的视野。在中国,阻碍山区教育发展的制约因素主要有三。分别是自然条件,经济基础,以及群众思想观念。 山区村落分散,山路险峻的自然条件造成了上学路上花费时间长,风险大。比如在云南昭通市坡头镇,年仅六岁的小学生需要在崎岖的山路上步行五公里才能到达学校。在寒冷的冬天,到达教室的他们头发、眉毛上都结满了白霜。许多年幼学生的体力无法支撑这样的长途跋涉,家长只好忍痛延缓他们的入学时间。 山区经济的相对落后造成了人才流失。受过良好教育的年轻教师大多会选择移居城市,导致山区教师队伍良莠不齐。众多年轻夫妻前往城市打工也产生了大量留守儿童。留守儿童缺乏家长的引导和关怀,更容易缺乏目标与自觉性,从而荒废学业。 此外,许多山区村民观念落后,重男轻女思想严重。他们认为女儿即使成绩好考上了大学最后也终究要嫁人,不如在家分担家务,减轻生活负担,从而对女孩读书持消极态度。 要缓解此类问题,则需要合理调整学校布局,尽量选址在人口集中地区,并修筑通向学校平缓易行的道路。强化师资力量建设,兑现对山区教师的人才补贴。做好群众思想工作,更新教育观念。一个鲜活的例子是七一勋章获得者,时代楷模张桂梅。她坚守云南丽江华坪女子高中,爱生如子。她亲自走访辍学女生家庭,宣扬教育改变命运,在十余年中把进两千名女生送出了大山。 姜博瑄

城乡差距对于教育的影响( Education affected by Urban-Rural gap) 随着中国科学技术与经济实力的日积月累,中国的经济实力已经在全球取得了突破性的成绩。我们的社会主义价值观取得了极大的成就而正是因为我们国家有着以人为本的教育理念,推进素质发展。彰显出了教育对一个国家的重要性。 作为一个发展中的农业大国,知识的重要性不言而喻了,加强以及投资现代化教育成了现在的一大任务。据有关数据显示,我国的总人口为14亿,而所注册的农村人口就达到了8亿,约占总人口的57%,而农村与城市的人口之比更是达到了4:3。而现在,在一些农村,教育上的细小问题也在慢慢地暴露出来,这些问题不仅大大地限制了农村地区经济的发展,也将孩子们培养学习的兴趣,义务教育制度的实施增添了许多麻烦。而问题所在则是教育资源。教育资源,共分为两种,师资力量资源,以及教育器材资源。 师资资源:由于生活环境条件的艰辛,在2010-2013年间,乡村教师的流失量由427万降到了330万,短短的三年内,流失量就达到了5万,流失率高达30%。而这些原因并不是因为工资所造成的,据统计一名乡村教师的月薪可达到4511元,而城市教师的工资只有3500元左右。对此政府为鼓励乡村教师对其提供了许多的福利及政策,如一些城市直接聘请满30年教龄的乡村教师高级教师的荣誉称号。 教学设备:在大城市里,眼花缭乱的多媒体教学已经实现了多媒体的教学方式,电子白板几乎普遍出现在学生眼前,在城里孩子眼里已经变得索然无味的电子白板或许在乡村孩子眼里是一个缤纷五彩的新世界。 随着时间的推移,各种福利保障制度更加完善,我相信在不远的将来,农村孩子们也会体验到学习的乐趣。 王西杰
